NOTICE OF PUBLIC HEARING


NOTICE IS HEREBY GIVEN that the City of Clearlake invites all interested parties to attend a public hearing to report the accomplishments of the Code Enforcement Program funded under the State of California Community Development Block Grant Disaster Mitigation (CDBG-MIT) Planning and Public Services Program (MIT-PPS) initiative – specifically State Contract No. 17-MITPPS-21006. The program has been successfully completed, and the City is seeking to close out the project in compliance with HUD and state requirements.

Purpose of the Hearing:

The purpose of this public hearing is to:
1. Provide a summary of the Code Enforcement Program accomplishments, including inspections, enforcement actions, and administrative activities designed to address blighted properties in disaster-impacted areas.
2. Demonstrate compliance with the program’s objectives, including the benefit to low- and moderate-income (LMI) individuals and households, and how the project activities met HUD’s definition of mitigation requirement.
3. Ensure transparency and provide an opportunity for public comment on the project outcomes and closeout process.
Program Summary: The Code Enforcement Program was funded under Federal Allocation Number DR-4344 and DR-4353 and implemented to enhance community resilience in disaster-impacted areas. The program addressed blighted properties, reduced public safety risks, and supported long-term recovery and mitigation goals. The project activities included inspections, enforcement, and related administrative processes, with expenditures fully aligned with federal and state program requirements.
HUD and State Requirements: In compliance with HUD requirements and State of California CDBG MIT-PPS guidelines, the public hearing will provide:
• A detailed report of program expenditures and accomplishments.
• Documentation affirming compliance with federal and state regulations.
• Verification of meeting HUD’s definition of mitigation and program benefits to LMI individuals and households.
• An opportunity for public feedback on the program closeout.

NOTICE IS HERBY GIVEN, that the County of Lake Planning Commission will hold a public hearing on Thursday, February 13, 2025, no earlier than 9:20 a.m., in the Lake County Board of Supervisors Chambers, located on the first floor of the Lake County Courthouse, 255 N. Forbes Street, Lakeport, CA for Consideration of Major Use Permit (UP 24-14) Morgan Valley Temporary MET Towers to amend Major Use Permit (UP 22-06) Morgan Valley Temporary MET Towers to allow for a 6-year extension beginning August 25, 2024, and ending August 25, 2030; Applicant: Morgan Valley Wind Farm, LLC; Location: 25650 Morgan Valley Road and 10888 Rocky Creek Road, Lower Lake (APNs: 012-014-02 and 012-014-08).
