NOTICE TO VOTERS  DEADLINE FOR SUBMISSION OF ARGUMENTS FOR OR AGAINST MEASURE P

NOTICE IS HEREBY GIVEN that a special municipal election is to be held by the City of Lakeport on November 8, 2022, at which there will be submitted to the voters registered in the South Lakeport Annexation project area the following proposition:

Shall the order adopted on March 30, 2022, by the Local Agency Formation Commission of Lake County ordering the annexation to the City of Lakeport of the territory described in that order and designated “City of Lakeport Annexation to the City of Lakeport (LAFCO file 2019-0006) (South Lakeport Annexation)” be confirmed?

General Description of Affected Territory Boundaries: The South Lakeport Annexation project area is generally described as the area from (and including) 2325 South Main Street to (and including) 96 Soda Bay Road. The territory proposed to be annexed is fully described in Exhibits A and B of LAFCO Resolution 2022-0006, which may be found on the Elections page of the City of Lakeport website at https://www.cityoflakeport.com/elections/index.php  or maybe requested from Office of the City Clerk, City of Lakeport, 225 Park Street, Lakeport, CA.

NOTICE IS FURTHER  GIVEN that the arguments for or against the proposition must be submitted to the City Clerk for printing and distribution to the voters no later than July 25, 2022, at 5:00 p.m.

Citizens entitled to vote on the proposal, or an association thereof, are invited to submit and file an argument for or an argument against the proposal. In addition, the legislative body of any affected agency, or any member(s) of the legislative body of any affected agency authorized by it, may file an argument for or an argument against the proposal. Arguments for or against the proposal may not exceed 300 words in length. Arguments shall be accompanied by the printed name(s) and signature(s) of the author(s) submitting it, but not more than five (5) signatures, or if submitted on behalf of an organization, the name of the organization and the printed name and signature of at least one of its principal officers who is the author of the argument, in accordance with Article 4, Chapter 3, Division 9 of the Elections Code. 

The argument may be changed or withdrawn until and including the above date, after which no arguments for the proposition may be submitted to the City Clerk. All primary arguments submitted shall comply with Elections Code section 9600 et seq. If more than one argument for or against the proposition is received, the City Clerk shall select one argument for and one argument against for printing and distribution to the voters giving preference and priority in accordance with Government Code section 57145(b) and Elections Code section 9287.

NOTICE IS FURTHER GIVEN that the rebuttal arguments in favor or against the proposition must be submitted to the City Clerk no later than August 4, 2022, at 5:00 p.m.

The author or a majority of the authors of an argument relating to the proposition may prepare and submit a rebuttal argument or may authorize in writing any other person or persons to prepare, submit, or sign the rebuttal argument. The rebuttal argument shall not exceed 250 words and shall not be signed by more than five (5) persons that appear therewith. All rebuttal arguments submitted shall comply with Elections Code section 9167 and Government Code section 57147. 

NOTICE IS FURTHER GIVEN that any direct argument, rebuttal argument, or impartial analysis filed under the authority of the Elections Code or Government Code will be available for public examination in the City Clerk’s office for not less than 10-calendar days from the deadline for the filing of the direct arguments, rebuttal arguments, and analysis.

Notice of Public Hearing for Consideration of Proposed Ordinance Various Sections of the Ukiah City Code to Amend the Use Permit Application Process and Operational Standards for Cannabis Related Businesses


NOTICE IS HEREBY GIVEN that the City of Ukiah City Council will consider the proposed Ordinance amending various sections of the Ukiah City Code to amend the use permit application process and operational standards for cannabis related businesses. The proposed amendments include consolidation of cannabis regulations into a single article in the Code – to the extent possible; update terminology, definitions, and permit types to mirror state code; reduce the annual permit renewal requirement to a one-time renewal one year after permit issuance; remove cannabis business-specific parking requirements and defer to existing commercial parking requirements; amend cannabis signage limitations and defer to standard commercial signage regulations; remove application information unnecessary for departmental review; expand administrative withdrawal authority to include all cannabis-related business types; allow adult use retail within the Neighborhood Commercial (CN) zoning district; and clarify confidentiality policy of Security plans.


PROJECT IMPACTS:  The proposed ordinance is focused on permit streamlining improvements, and therefore covered by the “common sense exemption” that applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to the California Environmental Quality Act (CEQA Guidelines Section 15061).


PUBLIC HEARING DATE/TIME:  Wednesday, July 20, 2022, at 6:15 p.m. or soon thereafter.


LOCATION: This meeting will take place virtually, and in-person at Council Chambers, City Hall, 300 Seminary Avenue, Ukiah. The meeting link, call-in number and access code will be included on the agenda posted to the City website, www.CityofUkiah.com/meetings/ and at the Civic Center Agenda Board no less than 72 hours prior to the meeting. 


WHAT WILL HAPPEN:  The City Council will hold a public hearing to consider all public testimony and consider introducing and a first reading of the proposed Ordinance; and adoption of the proposed Resolution. All interested parties may comment on the project. Pertinent documents are available for review online 72 hours prior to the hearing at http://www.cityofukiah.com/meetings/.
