NOTICE IS HEREBY GIVEN, that the County of Lake Zoning Administrator will hold a public hearing if a hearing is requested on Wednesday, April 17, 2024, at 1:00 p.m. in the Lake County Courthouse Building, 3 rd Floor, Conference Room C, 255 N. Forbes Street, Lakeport, California, for consideration of a proposed Minor Use Permit (MUP 23-13), and a Categorical Exemption to CEQA (CE 23-51), for a 33’-4” tall solar array with panels that are 51’ x 52’ in size; Applicant: Scarlet Solar; Location: 18424 Harbin Springs Road, Middletown (APN 013-009-24).

The hearing (if a hearing is requested) will take place both in-person and via Zoom. The Agenda, Zoom information, staff report, and attachments will be posted online a minimum of 72 hours prior to the hearing on the County’s website at: https://countyoflake.legistar.com/Calendar.aspx.

NOTICE OF AVAILABILITY AND INTENT TO ADOPT A REVISED INITIAL STUDY AND MITIGATED NEGATIVE DECLARATION (IS 22-29), FOR RANCHO NOVOA PRIVATE EVENT VENUE AND CAMPGROUND USE PERMIT (UP 22-24), AT 5680 BLUE LAKES ROAD, UPPER LAKE, CA; (APN 003-007-03)


NOTICE IS HEREBY GIVEN, that a revised Initial Study and Mitigated Negative Declaration (IS 22-29), under the California Environmental Quality Act (CEQA) has been prepared and is available for public review for the Rancho Novoa Private Event Venue and Campground Use Permit (UP 22-24), which proposes a private event venue and 16-site campground at 5680 Blue Lakes Road, Upper Lake, Ca; (APN 003-007-03); Applicant: Amy Novoa.

(IS 22-29) was circulated for public review from May 10, 2023, to June 9, 2023, but has been revised to reflect changes in the project and associated analyses; and is being recirculated prior to adoption by the Lake County Planning Commission in accordance with CEQA section 15073.5.

REVIEW PERIOD: The public review period for (IS 22-29) is from April 2, 2024, to May 1, 2024.
