PUBLIC HEARING NOTICE


The Board of Directors of the Lakeport Fire Protection District engaged Ridgeline Municipal Strategies to perform a study to determine what the District should charge for mitigation fees.

The study, along with associated documents, will be made available to the public for inspection between 9 a.m. and 4 p.m. at 445 N. Main St., Lakeport, CA 95453 beginning on Dec. 30, 2023.

The documents will also be published on the district’s website at www.lakeportfire.com.

The board will hold a public hearing at 5 p.m. on Tuesday, Jan. 9, 2024, for constituents to provide input on the mitigation fee study and proposed changes.

The hearing, followed by the regular monthly’ board meeting, will be held at the Lakeport Fire Protection District, 445 N. Main St., Lakeport, CA 95453.

Any person may appear and be heard during the public comment section of the public hearing.

SUBCONTRACTOR PREQUALIFICATION/ BIDDING PUBLIC NOTICE

New Lakeport Courthouse - Lake County, CA


Clark/Sullivan Broward Builders Joint Venture, as the Design-Build Entity (DBE) for the project listed above, is seeking prequalified subcontractors to bid on the new construction work described herein.  Subcontractors must have submitted a prequalification form to Clark/Sullivan Broward in the past (2) years to submit a project proposal.  

The project consists of the construction of a new, 2-story courthouse and all associated site improvements.  The scope of work includes, but is not limited to, the following: surveying, SWPPP, earthwork, landscaping, underground utilities, AC paving, site retaining walls, concrete (site and building), concrete sealer, masonry, structural & miscellaneous steel, rough carpentry, casework, solid surfacing, roofing, waterproofing, insulation, firestopping, fireproofing, joint sealants, metal wall panels, doors/frames/hardware, coiling counter doors, aluminum storefront, glazing, sunshades, metal framing/drywall, acoustic ceilings/walls, cement plastering, tile, flooring, painting & wall covering, FRP, visual display units, signage, bath specialties, FEC, postal specialties, wall protection and corner guards,  metal storage shelving, metal canopies and fabricated steel canopies and other misc.  specialties, bird control devices, roller window shades, site seating. Bids will be scored by the Clark/Sullivan Broward project preconstruction and estimating team based on the following criteria:

Additional project requirements and key information is as follows: 

    • Prevailing wage rate requirements, including certified payroll
    • OCIP Insurance
    • Judicial Council of California bidding requirements
    • Clark/Sullivan Broward Builders Joint Venture is signatory to the local carpenter, operator, and cement mason unions.
    • Clark/Sullivan Broward Builders Joint Venture intends to bid select scopes of work. Pursuant to public work bidding requirements and to ensure a fair and competitive bidding process, each self-perform bid will be submitted to the Owner 2-days in advance of the bid due date.

    • DVBE goal of 3%
    • Payment and performance bonds may be required
    • Non-mandatory project information session will be held virtually on January 11, 2024 at 1:30pm and an on-site non-mandatory walk on January 16, 2024 at 10am to provide an overview of the project and walk through the bidding process for prequalified subcontractors. 
    • RFIs must be submitted electronically through BuildingConnected by January 26, 2024 before 2pm.
    • All bids must be submitted through BuildingConnected. Bids will remain sealed through the BuildingConnected secured portal until the formal bid opening with the Owner.
    • Plans and specs are available for download through BuildingConnected starting January 8, 2024 at 11am.

Pre-Bid RFIs due January 26, 2024 at 2pm

NOTICE IS HEREBY GIVEN that on Wednesday, October 25, 2023 at 2:00pm, during its regular meeting, the Commission of First 5 Lake County, State of California, will hold a public hearing to take testimony and accept comments on the First 5 Lake County Commission’s 2022-23 Annual Evaluation Report; and following the public hearings, the Commission shall conditionally accept all items as presented.
