The Department of Fish and Game (DFG) has released a draft conservation strategy related to the Sacramento Valley, San Joaquin Valley and Delta.


The draft report, entitled “Conservation Strategy for Restoration of the Sacramento-San Joaquin Delta Ecological Management Zone and the Sacramento and San Joaquin Valley Regions,” will be available for public review and comment from July 22 until Aug. 22.


The document identifies biologically promising ecosystem restoration opportunities in the Sacramento-San Joaquin Delta Ecological Management Zone and the Sacramento Valley and San Joaquin Valley regions, and it provides the rationale for restoration actions specific to each of these regions.


It provides the conceptual framework and process that will guide the refinement, evaluation, prioritization, implementation, monitoring and review of Ecosystem Restoration Program (ERP) actions. ERP performance measures can be found in Appendix D.


The draft report is available on the DFG Web site at www.dfg.ca.gov/erp/reports_docs.asp.

NORTH COAST – Caltrans reports that the following road projects will be taking place around Lake County during the coming week.


Included are Mendocino County projects that may impact Lake County commuters.


LAKE COUNTY


Highway 20


– Bridge deck repairs at the Middle Creek Bridge and the Clover Creek Bridge will continue. Work hours are 9 a.m. to 4 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate 10-minute delays. Contractor – Wahlund Construction of Eureka.


– Metal be a.m. guardrail repair at various locations from Long Valley Road to 1.7 mile west of Gavel Plant Road will continue. Work hours are 6 a.m. to 6 p.m., weekdays. In two-lane sections, one-way traffic control will be in effect and motorists should anticipate five-minute delays. In four-lane sections, traffic will be restricted to one lane in each direction of travel and motorists may experience minor traffic slowdowns. Contractor – Stewart Dirt and Aggregate of Fairfield.


– Slide repairs west of Gravel Plant Road will continue. Work hours are 7 a.m. to 4 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate five-minute delays. Contractor – Figas Construction of Eureka.


Highway 29


– PG&E of Eureka has been issued a Caltrans Encroachment permit for utility repairs near Wardlaw Street beginning Wednesday, July 27. Work hours are 8 a.m. to 4 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate five-minute delays.


– Paving from 0.7 mile south of Clayton Creek Road to the junction of Routes 29/53 will continue. Nighttime work hours are 6 p.m. to 6 a.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate 10-minute delays. Contractor – Granite Construction of Ukiah.


– Caltrans will perform routine maintenance from 0.3 mile north of Diener Drive to 0.1 mile north of the junction of Routes 29/281 beginning Monday, July 25. Work hours are 8 a.m. to 4 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate five-minute delays.


– Fence repair at various locations from Bottle Rock Road to Thomas Drive will begin Monday, July 25. Nighttime work hours are 7 p.m. to 7 a.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate 5-minute delays. Contractor – V A P Construction Inc. of La Miranda.

Highway 53

Highway 175


– Metal beam guardrail repair from 0.9 to 2.3 miles east of the Mendocino/Lake County line will continue. Work hours are 6 a.m. to 6 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate 15-minute delays. Contractor – Stewart Dirt and Aggregate of Fairfield.


– Caltrans will perform routine maintenance from Slamina Resort to Estates Drive. Work hours are 8 a.m. to 4 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate 10-minute delays.


MENDOCINO COUNTY


Highway 1


– Caltrans will perform routine maintenance near Port Road on Tuesday, July 26. Work hours are 7 a.m. to 5 p.m. A shoulder closure will be in effect. Motorists may experience minor traffic slowdowns.


– Installation of a roundabout at Simpson Lane will continue. Work hours are 6 a.m. to 6 p.m., weekdays. A shoulder closure will be in effect. Motorists may experience minor traffic slowdowns. Contractor – Fedco Construction Inc., of Santa Rosa.

Highway 20


– Highway widening from 2.3 to 3.3 miles east of Gravel Pit Road will continue. One-way traffic control with a temporary signal will be in effect 24 hours per day, seven days per week. Motorists should anticipate five-minute delays. Contractor – Team Ghilotti Inc. of Petaluma.

Highway 101


– Bridge deck repairs at the Russian River Bridge just south of Geysers Road will continue. Nighttime work hours are 7 p.m. to 2 a.m., weekdays. Traffic will be restricted to one lane in each direction of travel. Motorists may experience minor traffic slowdowns. Contractor – Wahlund Construction of Eureka.


– Caltrans will perform routine maintenance from the Commisky Station Viaduct to the junction of Routes 101/175 beginning Monday, July 25. Work hours are 9 a.m. to 4 p.m., weekdays. In two-lane sections, one-way traffic control will be in effect and motorists should anticipate 10-minute delays. In four-lane sections, traffic will be restricted to one lane in each direction of travel and motorists may experience minor traffic slowdowns.


– Slide repairs north of the Korean War Veterans War Memorial Bridge will continue. Traffic will be restricted to one lane in each direction of travel 24 hours per day, seven days per week. Motorists may experience minor traffic slowdowns. Contractor – Argonaut Constructors of Santa Rosa.


– Installation of cable median barrier from the El Roble Overcrossing to the junction of Routes 20/101 will continue. Work hours are 7 a.m. to 4 p.m., weekdays. – A pavement repair project from the Robinson Creek Bridge to Uva Drive will continue. Work hours are 4 a.m. to 3 p.m., weekdays. Traffic will be restricted to one lane in each direction of travel. – Metal beam guardrail repair at various locations from the junction of Routes 101/222 and the Gobbi Street Overcrossing will continue through Friday, July 22. Work hours are 6:30 a.m. to 7 p.m., weekdays. Traffic will be restricted to one lane in each direction of travel. Motorists may experience minor traffic slowdowns. – Geotechnical surveys will be performed 0.8 mile north of the Central Avenue Overcrossing on Thursday, July 28, from 9 a.m. to 9:30 a.m. Traffic will be restricted to one lane in each direction of travel. Highway 128

Highway 162


– Caltrans will perform routine maintenance from junction of Routes 101/162 and Sand Bank Creek beginning Monday, July 25. Work hours are 8 a.m. to 3:30 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate five-minute delays.


Highway 222


– Replacement of the Russian River Bridge will continue. Work hours are 7 a.m. to 5 p.m., weekdays. One-way traffic control with a temporary signal will be in effect 24 hours per day, seven days per week. Motorists should anticipate 15-minute delays during work hours and five-minute delays at other times. Contractor – CC Myers of Rancho Cordova.


Highway 253

LAKE COUNTY, Calif. – The CHF Residential Energy Retrofit Program is now inviting California homeowners in participating counties to apply for low-interest-rate financing and grants to make energy efficiency improvements to their home as part of the program.


SUNworks participating counties include Amador, Butte, Calaveras, Colusa, Contra Costa, El Dorado, Humboldt, Lake, Madera, Mendocino, Merced, Monterey, Napa, Nevada, Placer, Plumas, Sacramento, Santa Clara (city of San Jose), Sierra, Solano, Sonoma, Stanislaus, Sutter, Tehama, Tulare, Ventura, Yolo and Yuba.


Energy efficiency improvements such as caulking and sealing the home, improving insulation, installing new windows, water heaters, solar systems, and heating and air conditioning systems, are just a few of the types of improvements that can be made to a home to significantly decrease energy bills and improve the comfort of the homeowner.


The program helps homeowners to finance home energy efficiency improvements by providing low interest rate loans and grants to qualifying homeowners.


Qualifications include verification that the homeowner is current on the mortgage and property taxes and that they have a current source of income within the program limits.


In addition, there is no minimum credit score to meet, no appraisal required on the home, nor any down payment required from the homeowner. Up to 100percent percent of the approved project can be financed with the CHF Loan.


Additional guidelines and terms and conditions on loan financing apply and are available from CHF.


“The program is a win-win for the homeowner and community. Reducing the amount of energy usage in your home, can potentially put a lot of money back in your pocket,” said Carolyn Holmes, CHF marketing director. “Improvements may increase the home’s overall value, and energy upgrade projects can help create jobs in the local area.”


The energy efficiency program is funded through a $16.5 million grant awarded to CHF by the California Energy Commission State Energy Program as part of the federal stimulus American Recovery and Reinvestment Act.


CRHMFA (California Rural Home Mortgage Finance Authority) Homebuyers Fund – or CHF – is a California government entity with 30 member counties who are also members of the non-profit Regional Council of Rural Counties (RCRC).


CHF has supported affordable home ownership in California for almost two decades, and has helped nearly 37,000 families and individuals to purchase homes.


The above example of 100 percent financing of qualified retrofit projects approved under the CHF Residential Energy Retrofit Program is based on a 15-year fixed-rate CHF Loan.


The monthly payment on a $10,000, 15-year fixed-rate CHF Loan at 3.0-percent interest would be $69.06 and the Annual Percentage Rate (APR) would be 3.403 percent. The monthly payment on a $10,000, 15-year fixed-rate CHF Loan at 0.0 percent interest would be $55.56 and the Annual

Percentage Rate (APR) would be 0.372 percent.

LAKE COUNTY, Calif. – Tyler James Lee, a frequent contributor to discussions on the Lake County News site, a staunch supporter of Lake County Community Radio and one of Lake County’s backwoods pioneers, died suddenly a week or so ago.


Lee often phoned in to Herb Gura’s “Law Show” and other shows on KPFZ to express his unique perspective on the state of Lake County and the world.


This Saturday, July 23, at 5 p.m. on KPFZ 88.1 FM, Gura will dedicate “The Law Show” to Lee. Clips of some of Lee’s calls to KPFZ will be aired.


Programmer Steve Elias also will be in the studio and listeners are invited to phone in and reminisce about Lee and his special contribution to the Lake County community.
