Lakeport Police welcomes new lieutenant, sergeant

LAKEPORT, Calif. – The Lakeport Police Department this week promoted two of its officers into new positions.

During Tuesday’s City Council meeting, Police Chief Dale Stoebe announced two key department promotions, Ryan Cooley to lieutenant and Shaun Johnson to the second sergeant position.

In July 2019, Lakeport Police hired Cooley, who had worked for the Modoc County Sheriff’s Office for just over a year, Stoebe said.

During his tenure with Lakeport Police, he’s been a school resource officer and a field training officer. Stoebe said Cooley was promoted to sergeant in 2024.

After an 18-month search to fill the lieutenant’s job, Stoebe decided to offer the job to Cooley, who accepted the position. 

“I'm certainly very happy to have him in that role,” said Stoebe. “And I think everybody else will be as well.”

Johnson joined the department in July of 2022, Stoebe said. 

Stoebe said Johnson took a different path. The department sent him to the police academy, which took six months to complete. That was followed by field training.

Johnson has been a fantastic officer, Stoebe told the council.

Like Cooley, Johnson has served as a field training officer for the department, and participated in the sergeant’s training program used to mentor and develop future leaders in the agency. 

Johnson also has been named Lakeport Police’s Officer of the Year for 2025.

Both men were honored in a Tuesday promotion ceremony.

Cooley told the council that they were both excited.

“To see our officers progress and move forward like this is just really, really great to see. So, congratulations to both of you,” said Mayor Brandon Disney.
